The Androscoggin Transportation Resource Center (ATRC), as the designated Metropolitan Planning Organization (MPO) for the urbanized area of Lewiston-Auburn, Maine, is seeking the services of qualified consulting firm(s) to prepare an Intelligent Transportation System Plan and Traffic Signal Master Plan for the municipalities of Lewiston, Auburn, Lisbon, and Sabattus.

RFP Consultant Questions to ATRC (1/9/17) (no further questions received - 1/19/17)

1. How many consultants was this RFP sent to? 

This RFP notice was sent to 19 firms total.  

2. Who are the consultants that this RFP was directly sent to?

The firms that were directly sent to were “listed as a prequalified consultant with MaineDOT under “Intelligent Transportation Systems (ITS)”, or you have previously expressed interest with ATRC regarding this task.”  This included:

3. How much will staff assist with the project?

Staff assistance to the project will be determined from the scope of work created by the consultant.  At a minimum, some staff time for project management will be required.

4. Is a field visit to inventory the traffic signals necessary or is information on existing traffic signals and communication available to some extent?

A field visit to the signal controllers would probably be necessary to confirm hardware present at the intersections.  The existing inventory for signal hardware is current only to the last planning effort (2012-2013), as no recurring inventory has been done.  Task 1 would not need a more detailed hardware inventory than previous efforts such as the spreadsheet listed below. The systems communication inventory/map has not been created.  Consultants may choose to request ATRC staff to assist them in obtaining the inventory information.

5. Have there been any prior signal planning efforts within ATRC region?  Are documents available describing these prior planning efforts?

*Note: The specification is not a standing documents, as certain vendor specific hardware cannot be specified for federal/state funded projects.

6. What is the proposed budget for this task?

There is no specific budget.  Consultants should look to ATRC's UPWP for CY 2016 and 2017 Task 15 ITS Upgrade Plan which shows funding for the task.  Please note that under 'Responsibility' a mistake was made which indicates that the project would be done using ATRC staff only.  At a minimum, some staff time for project management will be required.  Consultants may choose to request ATRC staff additionally assist them as a part of their project proposal.

Proposals must be received prior to the time and date for which they are due. 

Late Proposals.  Any proposal, portion of a proposal, or unrequested proposal revision received at ATRC/AVCOG after the time and date specified on the cover page of this RFP will not be accepted.


Any communication in reference to this RFP shall be in writing by fax or email and directed to the RFP Coordinator listed below.  All correspondence must reference the RFP and Project name in the subject line.

During the proposal preparation period, all requests for clarification and/or additional information must be submitted via e-mail to the RFP Coordinator referenced in Section 2 of this RFP by no later than 4:00 p.m. EST, January 17th.  ATRC reserves the right to answer or not answer any question received.  Late requests for clarification will not be accepted.  When appropriate, responses will be made in writing, via email or fax, and posted to the ATRC website, by 4:00 p.m. EST on January 19th.
