Correction on the revegetation plan recording requirement: The plan is not required to be recorded at the registry of deeds under chapter 1000, but it is good practice to record it especially if it is part of a consent agreement.  That way if the lot is sold, the new owners are clearly on notice. 

Additional information on the question about dock storage in the resource/lake/cove:  Under the NRPA temporary is based on its location in the resource and not removal from the resource. While removal from the resource is ideal, it can’t be compelled.  So moving a dock to a cove maintains its temporary status.  If somehow the dock would cause damage such as kill vegetation the Department could choose to take NRPA enforcement action if there was a significant impact.  Under shoreland zoning if the municipality has the piers section they could consider the shore frontage associated with the cove.  Chapter 1000 contemplates the dock is on shore frontage associated with the owner.  If they are rafting the docks then they would be over 6 feet.  How is the dock being held in place?  Is it moored.  Some municipalities have mooring ordinances.  Swim floats actually are similar structures under Chapter 1000.  Depending on the lake and the location of the docks they may need a submerged lands lease to store the docks in the cove.  I think this was an association dock system, so the association’s bylaws may have provisions about the docks and storage.  There may also be some issues related to safety if snowmobilers frequent the area.  There are many variables and gray regulation.
