Economic Development Specialist
The Androscoggin Valley Council of Governments (AVCOG) is accepting applications for the position of Economic Development Specialist. AVCOG is a quasi-municipal government organization serving communities and businesses in Androscoggin, Franklin, and Oxford Counties. The Economic Development Specialist (EDS) is primarily responsible for leading regional economic development planning efforts including the development of a regional Comprehensive Economic Development Strategy, sector-specific planning for the region’s targeted industries, and conducts economic and demographic research and analysis related to the region’s business climate and labor market data. The EDS provides technical assistance to communities on economic development projects including grant assistance, application development and review, grant administration to municipalities and other eligible applicants on grant implementation (i.e. Northern Border Regional Commission, Community Development Block Grant, and Economic Development Administration). The EDS will partner with stakeholders to exchange needed data to further the region objectives. Pursue grant opportunities to support regional initiatives.
Provides oversight and implementation of state sponsored programs to support small businesses (e.g. Community Development Block Micro enterprise grants, COVID recovery) and provides technical assistance, review and validation of applications. Manages grants and serves as lead staff responsible for oversight of the programs.
The EDS takes a lead role in management of special projects in economic development including fiscal sponsor relationships. Responsible for developing and implementing a marketing outreach effort to promote Western Maine and serves as grant manager for the Maine Lakes & Mountains Tourism Council. The EDS is primarily responsible for tourism project implementation within the region and coordinates marketing activities for the agency. Develops and implements special projects within the agency as assigned by the Executive Director.
AVCOG is seeking candidates with a bachelor’s degree or higher in the areas of economic/community development, public policy/administration, business, economics, planning, or related field, and preferably two (2) to five (5) years of professional experience in economic or community development, or an equivalent combination of education and experience. The successful candidate must have the ability to think critically and effectively perform work independently and consistently meet deadlines without requiring close supervision.
Strong analytical capabilities and communication skills required. A broad knowledge of relevant economic development programs and incentives at the federal and state levels is desirable, including familiarity with economic development grant programs. The ability to communicate effectively in both oral and written form; ability to establish and maintain effective working relationships with co-workers, municipal officials, government agencies, business owners, developers, outside agencies, contractors and the public is required. Ability to organize studies, manage grants, schedule workloads, and oversee the work of consultants.
This is a full-time position in our Auburn office. Occasional travel throughout the tri-county region and to other areas of the state is required.
