Travel Demand Forecasting Model RFP

The Androscoggin Transportation Resource Center (ATRC), as the designated Metropolitan Planning Organization (MPO) for the urbanized area of Lewiston-Auburn, Maine, is seeking the services of qualified consulting firm(s) to provide support in maintaining the ATRC TransCAD regional travel demand forecasting model and to provide, as needed, support in forecasting using the ATRC TransCAD model.

After careful consideration, VHB has been chosen as the consultant for this project.

Questions - (10/18/16)

1.  The proposal is supposed to include staffing and cost estimates. The Task 2 scope indicates that separate staff/cost estimates will be developed prior to commencement of any assignments. Should I insert an estimated number of hours as a placeholder?

No mention of price should be put into the proposal.  Any proposal that has a price will be rejected.  A separate sealed price proposal should be included with the non-price proposal.  The sealed price proposal will be returned sealed to all consultants that are not selected. 

The price proposal should list model calibration as a lump sum.

The second task gave example projects that the consultant may be asked to complete.  ATRC is requesting firms to submit in the separate sealed price proposal (with the lump sum rate for model calibration) hourly rates for any additional potential work.  This potential work would be negotiated separately as a contract modification or through a new contract.

2.  Can you provide a budget estimate to guide my scope development?  The UPWP (through December 2017) lists is a budget of $17,500 specifically for a model update (Task 5). There is also $36,120 under Task 10 which includes “contract to add transit system into travel demand model.” Is adding transit part of this contract? 

The 2017 UPWP Task 5 (Transportation Planning Tool Development) has $17,500 allocated for consultants for Task 1 of this RFP.  Task 2 (of this RFP) projects would be drawn from other UPWP tasks or funding sources.  Transit integration into the model may be of interest to ATRC, but is not envisioned to be required for the calibration process.

3.  When was the current TransCAD model calibrated?

The model is calibrated to 2005 land use and traffic counts. For some recent forecasts (around 2011), 2010 traffic numbers and interpolated 2010 population and employment numbers (from the 2005 base numbers and a 2030 forecast) were inputted. 

4.  Does the existing TransCAD model include the CityLink transit component?

Transit is not currently in the ATRC Travel Demand Model.  Transit integration into the model may be of interest to ATRC, but is not envisioned to be required for the calibration process.

5.  Who is the incumbent consulting firm currently (or previously) assisting the ATRC in TransCAD model maintenance and execution?

During the proposal preparation period, all requests for clarification and/or additional information must be submitted via e-mail to the RFP Coordinator referenced in Section 2 of this RFP by no later than 4:00 p.m. EST, Monday, October 17, 2016.  ATRC reserves the right to answer or not answer any question received.  Late requests for clarification will not be accepted.  When appropriate, responses will be made in writing, via email or fax, and posted to the ATRC website, by 4:00 p.m. EST on Tuesday, October 18, 2016.
